END expenditure is changed from per Phase to per (unit of time bought for Expanded Breathing)?

Example: a Sperm Whale (1 END/min) motionless underwater spends END at the minimum required rate of 1 END/min, swimming underwater at 1" - 15" also spends 1 END/min, swimming underwater at 16" - 17" spends 2 END/min. Correct?

No. The rate of END expenditure for actions remains unchanged. All Extended Breathing does is extend the time frame over which a character who's holding his breath pays END to hold his breath. IOW, it lets a character drown more slowly. It has no other effect.
