Hi Steve... long time, no rules-pester. ;)
Per 5ER page 307, if Side Effects is applied to a Constant Power with an Activation Roll, the Side Effects gets an additional -1/4 Limitation.
Let's say Side Effects and Activation Roll are being applied to an entire Multipower (including the reserve cost), where some of the slots are Constant Powers and some of the slots are not. Can the slots that are Constant apply the extra -1/4 to their slot costs, or do they lose the extra Limitation value?
