Online USPD Updated Again

Good news! I got a couple more neat and nifty new powers last night, and I had some time this morning to prepare 'em for the Online USPD, as well as to create one myself. So that's three more for ya -- one each for Fire, Precog, and Solar/Celestial powers. ;)
