OK, so Syndrome can shoot out a ray that encases the target into a forcefield, rendering them unable to move. While in the field they are weightless and inertialess and can be flung around freely but apparently won't be hurt as long as the field is up so Syndrome moves his finger to toss them and then lets them go so they'll slam into things with their ordinary mass and inertia.
OK, so that would be a Telekinesis, affects whole object, direct...but what about the protective quality to it that forces you to let a victim go if you want to damage them? Could make it an entangle, plus a telekinesis that only works on entangled objects but can entangles just be switched off?

I'd do it as a compound power, Force Wall plus TK. Very high active point total, as a major league brick was helpless. Alternatively, it might also include Suppress SPD.

Something like that--it seemed Violet couldn't even use her force field.
Or five shot autofire with a lot of levels.

It also seemed Area effect, selective.

The effect looked more like an Entangle to me. The target couldn't move at all and seemed to be at 0 DCV (not the 1/2 you'd get from being grabbed). Unfortunately, there's no Modifier (that I know of) that makes Entangle a Constant Power instead of Instant (in that it requires END to maintain the Entangle, not that it reapplies every Phase). There is definately TK involved, which could only be used to Grab objects/characters so Entangled.

This would work well enough:
120 Zero Point Energy Field: (Total: 160 Active Cost, 120 Real Cost) Telekinesis (40 STR) (60 Active Points); Affects Whole Object (-1/4), Activation Roll 15- (-1/4) (Real Cost: 40) plus Suppress SPD 20d6 (standard effect: 60 points) (100 Active Points); Activation Roll 15- (-1/4) (Real Cost: 80) 16 END
As in the film, Syndrome could use this to grab and completely control anyone with SPD 6 or under, smash his target against objects or the ground (as he did with Mr.Incredible), and would risk losing the person if he blew an activation roll.
For grabbing multiple targets, AOE:Selective works, or he could be using Autofire or Rapid Fire.

I would handwave the FW. It seems unfair to pay extra points to make the power less good. You might instead build it as a side effect or a custom limitation "target takes no damage from hitting obstacles (-1/2)".

Did Syndrome smash Mr. I, or throw him? I know he did the latter, can't explicitly remember the former.

Hm. I remember him smashing Mr.I into the ground a few times before losing him. However, I could be wrong.

I believe each time MrInc had a few seconds to collect himself and try to do something before being hit with the beam again. I'll have to watch it again now. :)

As far as I can recall, this is correct.
Course, they never expalin why he does it. It could be that the field would absorb most of the impact. Or he could just be sadistic and trying to give them a feeling of hope...

Unfortunately, there's no Modifier (that I know of) that makes Entangle a Constant Power instead of Instant (in that it requires END to maintain the Entangle, not that it reapplies every Phase).
Maybe a version of the Susceptible Limitation, where the "effect" that instantly destroys the Entangle is not having END fed into it.
The Susceptibility would also be trigered if LOS was broken, so it would essentially function like a Constant Power.
