Would Major Transforms to turn exhausted characters into fully rejuvenated ones or deeply unconscious ones into conscious or near-conscious ones be allowable? They'd replicate effects you could get through the use of other powers (END Healing, STUN Healing), but then, Transforms into blind people replicate enormous Sight Flashes.

No, that's not allowable. Use the Healing powers you suggest. While there are some instances where it may be logical to allow Transform to have a sort of "healing" effect (e.g., Cure Disease spells, where Healing itself may not get the job done), by and large you should use Healing to heal.
