Machine Focuses and Cyberkinesis

Is there any accepted formula to determine the appropriate INT/EGO of, say, a powersuit or other Focus, assuming there's no pet computer controlling it? There are formulae for determining DEF/BODY and the like, but I can't find any canon source for this.

There are no such rules. If a cyberkinetic wants to affect a gadget that's not defined as a computer with INT/EGO, he usually buys some Power (such as, say, Dispel) and defines the special effect as "I take that machine over and make it do X." The USPDs have a bunch of examples in their "Cyberkinetic Powers" sections.
