I'm just making sure that the way I plan to do this dove-tails with the official way of doing things. I'm considering Change environment to be the "correct" way to model normal environmental effects like frost, mist and the like. If Tian Mu the weather goddess creates a fog that does a -4 Per effect do I need a bonus to Per to counter this? I am currently thinking that while that does work, an Enviro-move efffect like "Unaffected by atmospheric effects" would also do this...am I off base or is this a "style" issue? Thanx...

Environmental Movement really has to do with moving and acting in various environments; it doesn't affect Perception Rolls. It sounds to me like you want Enhanced Perception with a Limitation that it only works to counteract certain types of penalties (the Nightvision power in the book is built that way, for example).
