With the seeming fall of VIPER in the city, others arise with their own super criminal organizations. One that stands out is Mr. Smiley and the H.A N.D. (Which stands, of course, for "Have A Nice Day"). Mister Smiley claims the world's just gotten too mean, and his group is going to encourage folks to be nice...
even if they has to start killing people to do it!

The above is a brief sampling of a new villain/mastermind I've made for my New Constantinople campaign. For the H.A N.D. , imagine a cross between Joker's goons and VIPER, but what of Mr. Smiley? I figure he'll be superhuman, or at least have some unique tech. I am open to suggestions from the rest of you to flesh him out. Thanks before hand :)

Well, the first thing that comes to my mind is that that smiley-face helmet could have various mind-affecting powers that reflect whatever typical smiley expression is projected on the face - rather like the Psycho-Pirate's powers. For example, Fear causing people to cower or run away; Anger inducing someone to become Enraged (toward the subject of Mr. Smiley's choice); that scrunched-up tongue-sticking-out "yuck!" face inducing violent nausea in the viewer; and so on.

That maybe the way I'll go. Emotion influencing powers might explain loyality from his troops. And Mysterio Fishbowl/Helmet in smiley face style would explain his looks expertly.

I'll rep you when I can.

Then you can dangle the rep in front of the other posters who didn't post and say 'See... he's easy, but he aint' cheap' and mock them...

Another idea is to always put the smiley face on his head sideways, text-like. Give him cyberkinesis powers, and have him talk in l33t-speak.

Open to all sorts of suggestions. I found a pic, slapped that smiley on top of it... and thought "Mr. Smiley.... I have to bring this guy into my games" so any ideas are welcome, though obviously I may pick and choose from the excellent offerings you guys as always provide.

I picture him something like a morning kid show figure... for evil! He wants folks to be nice, and by gum, if they won't play nice willingly, well, we'll just have to have make them... by taking over.

Sure, the H.A N.D will never become a national franchise like VIPERs, but he and his goons should fit a city just fine.

Boy, I know the direction I'd take this situation....

He should already have ownership (by the usual corporate means) of all the standard media outlets in your city, and he has half the city council in his back pocket already.

Outwardly, he's out to eliminate those miscreants who oppose a return to a properly civil, polite society. Round up (and dispose of in some way that's never explicitly stated) all the criminals, hoodlums, terrorists, drug-dealers, traitors, perverts, subversives, smugglers, defeatists, dissenters, rabble-rousers, undesireables, und so weiter. The criminality of H.A.N.D. is (according to the media outlets, anyway) just a libelous smear campaign by fifth-columnist bloggers trying to make trouble for their own profit.

Oh, well, in that case he just has to have super-minions patterned after various "feel-good" children's show characters, either robots or wearing special costumes. Picture Barney the Dinosaur with Godzilla flame-breath; a flying, taloned Big Bird; Bozo the Clown with Joker-esque gimmicks; Captain Kangaroo (guess what his power is). :snicker:

You needn't overlook more adult fluff entertainment, either. Perhaps he could have a glamorous but perky female "co-host" as his chief lieutenant and bodyguard. Imagine the horror of an unholy union of Vanna White, Kelly Ripa and Trish Stratus! :eek:

Like the item from alt.barney.dinosaur.die.die.die, legions of "Barney Zombies" flock behind the Unholy Purple One. Megascaled Mind Control linked with INT and EGO Drain, only affects those aged 8 and under, Incantations (corny songs set to "This Old Man" tune).

I'm afraid all I can conjure up are images of Boss Smiley from the odd old comic Prez (http://www.comicbookresources.com/columns/oddball/index.cgi?date=2001-11-30). Neil Gaiman did a nice reworking of the story in 1993 (http://www.arellis.net/roscoescomics/index.php/archives/12) and Boss Smiley became a surreal prince of evil figure, a behind the scenes political manipulator. I think this works very well for the unnerving image of the man with the smiley face.

I also like the evil master of temptation route. He would be a wonderful Mephistopheles type playing the Faustian role of soul-bargainer. Both are more subtle and slightly mystical than I thikn you're going for here, though.

oooo, I got it! There is this short story about this little boy with the mental powers who does not like it when people are not happy. So everyone in town must continuously be 'happy' to avoid his wrath.
