I'm buliding the Firearms list from FRED pp. 332-3.

Under Heavy Weapons, the Wire Guided Missile (TOW) has in the Notes column:
"No Range Modifier if Concentrates (1/2 DCV)".

How do I build this in HERO Designer?

I tried using a Naked Modifier, but putting in the Active Cost of the weapon (157 points) (as described in the HERO Designer documentation on pp. 20-21) drastically changes the Active Cost (to 235 points) and the Real Cost (to 97 points).

Since the book shows 157 points Active and 33 points Real, this is clearly not the way it was calculated for the book.

Applying the No Range Modifier directly to the Power causes it to have a much higher Active Cost than the 157 points shown, and there doesn't seem to be any way to apply the Concentrates Limitation only to the Advantage.

What are the correct steps to produce the weapon in the book?

What is the value for the Custom Modifier?

The +½ for No Range Modifier would cause the Active Points to be much higher than the book value.
Even if the Modifier becomes only +¼ (because reduced by the -¼ for Concentrates, ½ DCV), it would still increase the Active Points beyond that shown.

(I know, I know, I'm beating this to death, but I want to get it right so I DON'T have to ask how next time.) :)

It is probably a +0 Advantage/Limitation. Steve uses quite a few of those in his write-ups.
