I just wanted to know do you need the Dark Champions book to use Dark Champions: The Animated Series?

It's not absolutely necessary, especially if you are going to have superheroic characters (i.e. characters with super powers) as opposed to a strictly heroic campaign where there are no super powers at all.

A good place to run a DC:TAS campaign is Hudson City, though Vibora Bay would also be a good location.
