I wanted to make a character with raw power but very limited control over it. When he puts on his powered armor suit he can focus his powers much better and get much better results.

For example, what if the char has a 12d6 EB (defined as an electric shock) with the limitation no range, but in his suit he can make the attack at range. How would you do that? Two separate powers in a multipower? One with the range limitation, one without but with an OIF limitation? This would me MORE expensive than a simple 12d6 eb! That doesn't seem right for a limited power.

What if he could leap great distances without the suit but actually fly with it?

Have any of you ever created a char like this? Any ideas how to go about it?

I mean it's not really a focus, because the power is there without the focus, however the power works differently with the focus. Argh! I am confused!

12D6 EB, No Range = 40 pts Real, 60 Active.

Buy off No Range (20pts) and apply OIF to it (13pts).

Total cost = 53 pts

Therefore when the guy wears the suit, his powers are ranged. When he doesn't, they aren't.

Leaping Flying Dude
The leaping flying dude? Can he leap in the suit as well or only fly? If he can do both the easiest for me would be:

Multipower
u Leaping
u Megascale Leaping
u Flying (OIF)
u Megascale Flying (OIF)

Actually, for Leaping/Flying Dude, I'd buy "Usable as Flight" on an OIF for his Leaping/MS Leaping. Think that'd be legal, though I could be wrong.

Aside from that, yeah. Naked mods/buying off mods with the appropriate limitations. I've done this often, buying off Always On or NCC for a power with various limitations (limiting devices, Increased Endurance, and others.)

Another option is a variable limitation. I did this with an energy projecting character. He had lots of raw power, but poor control, so he had limits like side effect and activation roll - which he could swap for a focus, enabling him to control his powers efficiently.

It's a classic "mutant power" thing like Cyclops with his eyebeams having "limited conscious control" or "Focus".

I'd probably go the Variable Limitation route myself, allowing a -1/4 limit and noting that the character must chose between No Range or OIF.
