sounds a lot like an NND attack, I would price it accordingly.
I really need to bring my book to work. I have way to much inbetween time during compiles.

Essentialy the idea is that it works against the normal defence PLUS a NND stop condition

I think JmOz is saying that this isn't an NND attack, and that these defenses would completely negate the attack in addition to the target applying whatever the usual defense was. If I'm right in that assessment, I'd give -1/4 for it. :)

I guessed that; I just wasn't clear in my reply. Strange logic flow was my main issue. I based my response on the fact NND basically mirrors Limited Power in it's cost. It's effectivly the reverse of Power Only Affects those with this fairly common situation.
This is a Power has the Doesn't work in X Situation aspect while still retaining normal defenses.
How many people in your world have some for of self contained breathing or the appropriate immunity.
If it's fairly common I would go with -1 to -3/4 may be appropriate.
If it's pretty uncommon but still around in a fair number I would say -1/2.
if it's not all that common for people to have those defenses then -1/4 sounds about right.
Also keep in mind I'm doing this sans books and the only numbers that come to mind right now are how many copies of Windows Server Cal Licenses we have on hand vs how many we need.
I'm probably still not being clear but looking at software licenses all day every day has altered my logic flow.

I agree with basing this Lim on frequency of the appropriate defense within the campaign, but I wouldn't go above -1/2 unless large numbers of people have these defenses. My TML entries for this type of effect (under "Limited Targetting") run from -1/4 to -1/2.

You'll also need to decide in advance if similar special effects can negate the attack. For example, my MA Zl'f has LS: Extended Breathing: 1 END/Turn, which with her END and STUN means she can hold her breath for over 12 minutes. Would holding your breath negate the attack? If so, then it's probably worth more as a Limitation.

A big part of how much this lim is worth is going to be based on how common LS: breathing self contained or need not breath is in your campaign.
The more common the more its worth. I would think something like this might be in order:
Rare (-0), SFX says no
Uncommon (-1/4)
Common (-1/2)
Very Common (-1)

Ye ditto. Self Contained Breathing is going to be a lot more common in a space-heavy campaign, for example.
