Hi Steve,
according to the rules,an Everyman-Skill doesn't affect the cost of any Skill-meaning,if you got Climbing as an Everyman Skill,you still have to invest 3 Pts to buy climbing.Right?But you may sell back an Everyman Skill for 1 CP,meaning you can invest that point into anything else and still purchase that skill later on.Isn't that somewhat contradictory?
Oh,by the way-you're doing a fine job with the new Hero System!

The Rules FAQ has a question about selling off Everyman Skills and later buying said Skill. Beyond that, I can only say that if a GM lets a player get away with the sort of deliberate flouting and abuse of the rules you describe, he deserves all the problems that are eventually going to come his way because of his failure to pay attention.
