I need a name, character info:

Main Offencive system is Light (Lasers, strobe lights, can cast illusions, etc)

Hmm, names I've seen used for female light characters that might work:
Dazzle
Glimmer
Strobe


Put a "Doctor/Dr./Doc" in front of one of those, and you might get that Doc Sonic feel ala the Protectors. :D

Aurora - although the name has been used a bit.
Scintilla - as in Scintillating colors

also for a slightly goofy feel you could use Spotlight.

You could then add an ajactive to work in the armor angle:
Iron Radiance
Steel Glow
