The Rules FAQ has a question about selling off Everyman Skills and later buying said Skill. Beyond that, I can only say that if a GM lets a player get away with the sort of deliberate flouting and abuse of the rules you describe, he deserves all the problems that are eventually going to come his way because of his failure to pay attention.

I realize this is somewhat of the pot calling the kettle black but... a little harsh, maybe?

It's funny, considering a while ago I got rid of Everyman skills, I made a package of skills for the players they HAD to take, and gave them extra points for them, as such it was cheaper to take Paramedics on an 11- (costing the normal three, but getting the point for it from the package) than by the rules, I have not found it that abusive, probably as everyone gets the same advantage...
