I'm interested in UDB2 but since I have not seen a physical copy, I am worried.
Is it simply an update in that it has powers from UDB1, or are they all new powers?
If its nothing but new stuff, I'm all about it.

It's all new powers. It may contain powers in the Online Database but I'm not sure about that.

The only thing relevant to the original USPD in USPD II is updates to the original print run of the first book which correct errata and account for the few changes and clarifications added to the Fifth Edition, Revised rulebook. Those updates will be in the next print run of the first USPD, but are included in USPD II for the sake of those with an older copy so they won't have to buy the book again to get them.
Otherwise the USPD II does not repeat the old stuff. It does incorporate material from the Online USPD, but also new stuff contributed by Steve Long.

USPD1, Revised is available, but I'd forgotten 2 contained the Revised revisions of 1. Neat.

USPD2 contains all-new powers, some of which come from fan submissions to our Online USPD. It also contains an appendix with powers from USPD which were changed in any way (even just to correct a typo) in USPD-R.

No, it did not. That section is mainly adapted from the Chaos And Entropy spells section of FHG2. My records show six separate files of submissions from you, not two, and none of them include the word "chaos" or "entropy" at all AFAICT from a quick search.

It was separate from all the ones titled "USPD Submission." (Also I sent only one or at most two of these files after submissions were "closed" for the online versions.)
For some reason when I received my copy of USPD2 that chapter was almost identical to the file under that title, which I'm 100% sure I sent. I still have it, too.
Also, I received the FHG2 after the USPD2, and found several spells in there that would have been excellent choices for adapting.

Bob, I'm sorry, but I don't have any such file -- obviously I'd've searched it if I did. ;) AFAICT I never downloaded such a file and it's not even in my Recycle Bin -- I checked to make sure. The C&E powers were ones I derived from the spells in FHG2.

Which power, from which spell, I have to wonder?
And where did the Chaotic Visage power come from? (It's probably the most pathetically useless power in either book if I do say so myself.)
And how did this file get on my computer so far ahead of publication?
