Mostly for Steve-
What defines an Ultimate Book? For example, why isn't CKC named "The Ultimate Champions Villain", and why isn't UMA named "Ass-Kicking HERO". What must a book do to be labeled Ultimate?

Cyant be sure but I think the Ultimate line of books are guides to create your own ultimate example of a character or thing. CKC is a exactly what it says; a collection of interesting but "off the shelf" villains.
Hmm, you've gave me an idea though. How about an Ultimate Villian book, crammed with powers too abusive for pathetic Heroes to use? :D

An Ultimate-series book is one that looks at particular character types or subjects in depth, and provides additional, optional rules related to that subject. A book of villains, or a sourcebook on any other particular subject (e.g., a collection of pre-generated villains, superpowers, or vehicles) doesn't qualify; they don't focus on the rules the way an Ultimate book does.

Might be more appropriately called "The Ultimate Munchkin"....
More practically, "The Ultimate Villain" as a sourcebook for supervillain creation, motivation, care and feeding would be welcome. There's a bit of this in "Champions", but more could certainly be useful.
