Also, under perks, contacts. The Organizational cost is listed as +2, shouldn't it say x3. The cost is working ok, just the actual modifier display seems to be wrong.

The Organization Contact option is a modifier (like an advantage on a power) not an adder. The +2 is not +2 character points. The real cost of a power (with advantages) is cost X (1 + total advantages). In this case, the conact cost is base cost X (1 + 2) or cost X 3. Thus, the +2 modifier makes the contact cost 3 times as much.

No help here on the Penalty Skill Levels. :(

To elaborate a bit more (now that I have a free moment):

The display of the PSLs within HD is per the WG. However, the display field still exists and is available for export. That is why it still appears in the dialog. This allows folks to create an export template that deviates from the WG...allowing them to print out PSLs in pretty much whatever format they want.
