If a Character has 8/40 REC

+32 REC only for post 12 recoverys
what would the limitation be worth? Is it legil as well?

The value of the Limitation is up to the GM, as is the legality. Nothing in the book specifically forbids something like that.

In my experiences characters don't take Recoveries in mid-combat with great frequency, so I'd probably assign that Limitation a low value (say, -1/4). Other GMs may have different experiences and want it to go a little higher (-1/2, maybe; probably not much more than that).
