What part of the charges limitation can deal with this problem: a Mulitpower slot has X charges. Some Multipower slots use more of those charges. (The old trick of having 8 charges for this slot and 4 for the other won't work because they are actually all using the same fuel. Fuel won't work because the Fuel rules assume a constant rate of use per phase.)
Example: Spider Man's Web Tricks all use the same web fluid, hence the same charges, but some of his Web Tricks use more web fluid, thus more charges.
Is this going to require a complex series of limitations to do or is there something I missed in the charges limitation.
Have I discovered a rules permutation to be added to Hero 6th Edition?:)
