I think you're misreading the FAQ. It specifically says that free movement is not a Characteristic. The same applies to lifting capacity, CV, PER Rolls, and any other "derived" abilities characters get from Characteristics.

Here's what the FAQ says on the subject:


Q: If a character buys the Characteristics Power, does he also get any secondary abilities/benefits that the Characteristic he buys provides (such as Leaping from STR, or CV from DEX)?

A: Yes, of course, unless Limitations or other rules indicate otherwise. For purposes of the rules governing the Characteristics Power, consider things like CV and the leaping gained from STR to be “Figured Characteristics” and apply the standard rules. Typically a purchase of Characteristics as a Power is going to involve a Limitation or Advantage that tells you, through the application of common sense and dramatic sense, whether it should increase something like CV. For example, a magical amulet (an OIF) that increases DEX generally would also increase CV. An ability that adds DEX “Only To Improve Agility Skill Rolls” wouldn’t, since clearly something that only increases Agility Skills shouldn’t have any effect on CV. If the power has the Limitation No Figured Characteristics, then it won’t add to something like CV or leaping.

This would imply that lifting might be one of those 'Figured Characteristics,' since it says that leaping is for STR and CV is for DEX. Is the FAQ wrong?

No, it's not. You're generalizing from a specific "for purposes of" answer and reading an implication that's not there. As stated in the "Characteristics" section of the FAQ:


Q: Are the Running, Leaping, and Swimming a character gets “for free” considered Characteristics, and/or can they be bought as Characteristics? What implications does this have for the Normal Characteristic Maxima rules?

A: The Running, Leaping, and Swimming a character gets “for free” are not considered Characteristics. They are not bought as Characteristics. They are always bought as Powers, and are subject to the Normal Characteristic Maximum doubling rules when they are purchased in excess of the limits listed on 5ER 32 and 329.

As always, the GM adjusts things to suit the situation. If, for example, a character buys +10 DEX, No Figured Characteristics, Only To Increase CV, then the GM has clearly chosen to let the power affect CV anyway. (Though a better solution, in that particular case, might be to make the character buy CSLs instead.)
