I'm not sure I completely understand how re-assigning combat skill levels work. Is it like being able to reassign a +6 OCV in Sweep (12 points) to +4 OCV to any group of three related attacks?
Either way, could you please elaborate on how it works? Thanks.

No, it's not like that.
Think of the CSLs you buy for a character as a pile of poker chips. Let's say you buy +4 with all HTH Combat (four 5-point CSLs), so you have four chips. In front of you are three boxes: OCV, DCV, Increased Damage.
Every Phase you decide how many chips to put in each box. You could put all four chips into one box (say, +4 OCV) or split them up in some ratio. Every Phase you can change which box they're in as a Zero Phase Action.
It's not a question of re-assigning the points -- you can't change a 5-point CSL into one 2-point CSL and one 3-point CSL. It's always a 5-point CSL. You just change what it's used for.
