I cannot find the new rules for Criticals.

Am I missing them or have they been intintionaly left out?

Hmmm. I'm not sure what you're talking about. To my knowledge, there have never been critical hit rules for the HERO System in any edition.

Are you perhaps thinking of the Hit Location rules, which are on 5E 276?
