How to simulate zero gravity as a power

This one is puzzling some of us on the boards. This isn't controlling anybody's movement. It is changing their environment but how do you quantify it the change and how do you express the conditions of a zero gravity effect?

Well, as with many other things in the HERO System, there are multiple ways. I personally favor Flight Usable As Attack, but other people may have their own preferences.
