Can a character with High Range Radio Perception, Sense Affected as Sight Group and Radio Group, transmit a live video feed of whatever he's looking at to another character with HRRP?

Well, the description of the Power specifically states that someone who has it can transmit, and it specifically lists "television" as one of the bands involved, so by any fair and logical reading the answer is Yes. If a character lacks that capability he can easily re-build the Sense without the Transmit modifier.
