As I don't have a copy of "The Ultimate Vehicle" (yet :D ) and building
vehicles has never been a forte' of mine anyway I wanted to ask the
opinion of all those here: what limitation(s) (if any) would you apply
to a vehicle that has no windows/viewports/etc and, as such, can
only be operated by using the instruments within ? The source for
such an idea was from an article about the "Vulcan warp shuttle"
seen in Star Trek: The Motion Picture where the effects designers
talk about their vehicle conception.
I'm supposing that it would be something as simple as: Complex, requires
specialized skill roll to operate, but does anyone have any other
ideas/opinions ?

The only thing that's coming to mind is a note from Concentration that, while the character may be unable to perceive the outside world while Concentrating, he can always end his use of the power based on information he receives from the power (so, for example, he can use what he learns from Telepathy to stop using it).
If nothing else, this may be useful as a guideline for costing out the Limitation you want.

I don't have my copy of TUV with me, but I'm of a mind that not being able to perceive the outside except via instruments is an equal trade-off. Sure, you can't see or hear the outside directly, but you also can't be Flashed on those Senses, and you don't have to deal with the physical vulnerability of a window.

I would think that if it's in TUV, it jibes with your opinion...

I would think that if it's in TUV, it jibes with your opinion...Not necessarily -- Steve did change a few things (like Casual STR against the ground) and delete a few things. But probably.

TUV has no special rules I'm aware of for differentiating between Windows and Screens for viewing outside the vehicle. I'm with Bob that there's an equal trade off and this is just SFX of how the vehicle works.
If nothing else, you can add "Affected As Another Sense: Radar" or "Affected By ECM" to Normal Sight both at -1/4 to -1/2 depending on the frequency either may occur in the Game.

If a character is blind, but has radar...what is the limitation/disad? There is none (or at the most a very cheapened one).
A character that only knows how to fly VFR would have some serious mods on his piloting roll. In fact, if this is going to be a common occurance in your game you might want to think about an IFR Talent or Skill or PSLs or something.

Pretty much my thinking. I'm probably going to have a "Requires Specialized
IFR flight skill to operate" as part of the vehicle design. I think that that,
combined with the previously mentioned "Affected By ECM" , should cover
the effect I'm looking for.

For non-combat travel it probably makes no difference but there might be combat situations where having to go through a limited angle video display or limited infomation (2-D points) radar display could hinder a pilots options and or reaction time. I might consider giving a (-1/4) limitation for it depending on the campaign.

System Operations with a the appropriate sub-category seems to be a good skill IMO.

Practically speaking, there probably wouldnt' be any effect on the vehicle's point value.
It would probably require a new Transport Familiarity Adder for the pilot/driver: Instrument Rated. Without that TF:Instrument Rated, the character would take the penalties for being unfamiliar.
