Just a quick question on Normal Damage for those just learning the rules;
If I roll a 6-4-3 with a 3d6 attack. Then that makes it 2-1-1=4 and the opponent has a PD of 4 then no damage gets through. Mainly I was just looking at how if in a low powered game say Golden Age rules a PC uses a 3d6 damage as his primary attack. Then even if he rolls 3 sixes then 2-2-2=6 against 6PD isn't going to go through to do any damage at all.

Is this correct, only for all intents and purposes this tends to be the case.

Yes, that's correct. In a low-powered attack game, it doesn't require much defense to prevent taking BODY damage from a Normal Damage attack.
