Is this option found in HD 3.0? If so, how do I access it?

Simplified Healing is an option for how Healing is used, not how it is purchased. In other words: there's nothing to be done in HD, it's all about how you play it.
If you like, you can change the display for healing to read "Simplified Healing" and/or change the "Healing To" value to read "STUN and BODY"....but that doesn't affect how you purchase the ability -- it's still 10pts / d6

Perhaps in you were thinking it was the some kind of Succor equivelent to Healing? They do both have an S in the title after all... beyond that I got nothing.

Yep it's a holdover from 4th edition. I was assuming the same thing till about 6months ago when I actually looked it up (I have learned to look stuff in the book (5ER)before I ask about it here)
