I'm having a bit of trouble figuring out how this power was built.
You've got the base Change Environment, which should come out to 20pts and should not be affected by the disad, since the sleety, icy weather should affect everyone (for example, someome who flies but who's power can't be used in cold weather would not have their movement hindered, but would still be impacted by the Change Environment). Active cost: 20pts.
You've got the DEX checks, which is affected by the -1/4 limitation. Active cost: 12pts; Real cost: 9pts.
The way I keep figuring it, the Active cost of the power should be 32pts, and the Real cost should be 29 (26 if you are adding the limitation to the Change Environment for some reason).
Is my math off, or am I missing something? :confused:

Change Environment 8" radius = 20 points. This comes with one free combat effect; in this case that's -1 to DEX Rolls.

Another -3 to DEX Rolls = +9 points.

So, Active Points = 29. Then the Limitation reduces it to 23 points.
