Requires A Luck Roll

I was recently building a Luck-based character when I realized that the options for using Luck as a Required Skill roll are not included (per chart on page 199).

Yes, they are. They're part of "Requires Skill Roll". On that Limitations's dialog, you will find the Luck options in the dropdown list for the Type field.
