How would I make a base (and/or vehicle) that's larger on the inside than on the outside? How about a base that's so small on the outside that it can be carried around and stolen?

I've seen this done by purchasing the Growth /Size with Invisible Power Effects before, but that just doesn't seem to cut it pointwise -- unless the fact that it can be stolen is a bigger factor than I'm thinking.
Personally, I usually tack it on via the "location" adder as being a very obscure location (falsespace or somesuch).

I would do what was suggested. Buy the base entirely in another dimension then but a focus on the extradimensional teleporting device that gets you into the base. ;)

Personaly I have been nice when this comes up and said that you buy the internal space, and leave it at that...

FWIW, there's a Chronoportation Box in The Ultimate Vehicle, page 103. It should fit the bill...

Size As A Power
With the GM's permission, characters can buy Size as a Power using the Characteristics Power (Hero System 5th Edition, page 92). For example, if a cahracter wanted to create a dimensionally-engineered vehicle that's bigger on the inside than on the outside, the GM might let him simulate that by purchasing extra Size with the Invisible Power Effects Advantage (and possibly the No Figured Characteristics Limitation).
