what are the rules or guidelines for the number of passengers in a vehicle? to be more specific, in Spacers Toolkit the imperial 3T carries 20 people plus a 2-man crew. the imperial wheeled armored transport doesn't specify. just wondering how to get an idea of how many. thank you in advance.

There are no rules. Just use common and dramatic sense in light of the size of the vehicle.
