UMA: Parry maneuver gives OCV bonus?

Mayhap I'm dense, or just missed somethin', but...why does the Fencing Parry maneuver give a +2 OCV bonus if all it does is Block?

I'm confused. Thanks in advance for your clarity and wisdom, O Steve.

Check the rules on Block -- it involves an OCV vs. OCV roll. ;)
