The Voice in the Dune series: PRE attack or Mind Control?

Personally I would build it as Mind Control. But also require a skill roll to get it to work.

I'd have it require a find weakness roll - as some characters did have a slight amount of resistence.

Mind Control. Sorry, you can't do "Untie me, ungag my son, now kill each other please, thanks" as a PRE attack.

Mind Control, probably Based On PRE, possibly AVLD versus Hearing Flash Defense and/or the Immovable version of Resistance.

Doesn't Fantasy hero have a Voice mod for effects...I'd likely go with Mind controll: Incantations, RSR...the resistance is mental def as far as I'm concerned...
