Reduced Penetration

In some 4th edition books I recall seeing Reduced Penetration bought more than once. Say to represent a flurry of claw attacks from a beast.

Example: 4d6 HKA; Reduced Penetration x2 (-1/2) = 4x1d6 attacks.

Is this still legal/allowed?

There’s no specific provision for that in the rules, but a GM could certainly allow it if he wanted to.
