I have 2 questions:

Can Stats be bought within an Elemental Control?
in other buy your speed as an EC so it costs 1/2 the cost then take a disad on that EC to make it even less.

I have player that states the books says you can. I rules this as a big now way, but I wanted your take on it.

Second,
We are in a super-heroic campaign where Super Heros are companplace. I only let someone take OIHI when they needed to make a roll to change to their powered version of themself. Also it must be on one character sheet.

My player has 3 character sheets with 3 full point value characters. 2 of them took the OIHI disad on every single power. i stated that this was a multi-foprm character and not suitable for OIHI.

What is the correct useage for OIHI?

1. A character could buy Characteristics as Powers (5E 92) in an EC, assuming the Characteristic-as-Power fit the conception of of the EC. He could not buy his normal STR, DEX, INT, PD, etc. via an EC, whether it fits the EC concept or not.

2. I can't answer this based on the info you're giving me. If you're saying the character has two distinct forms, each with its own set of powers, abilities, Skills, etc., that is typically a Multiform -- but it doesn't have to be. OTOH, a player who had a Tony Stark/Iron Man-like character could easily use two character sheets to keep the character straight, even though it's actually one character with a lot of OIHID powers.

I suspect from what you're saying that you're correct -- it should be a Multiform, not OIHID. But I can't positively say because there's no one "right" way to do every concept.
