Increased Reloading Time

Can a character who has a power with Charges-Clips-Increased Reloading Time take other actions while reloading, or must they take no other actions until done reloading?

Does it matter if the power is an attack power or not (as with Extra Time)?

A character who is changing Clips on a power that has the Increased Reloading Time Limitation can take no other Actions during the time he’s changing Clips.
