Thanks for making the change to clips.
Unfortunately, the change broke something else. If you choose clips and also choose any of the options that make charges more of a limitation (Increased Reloading Time, Increased Recovery Time, Charges Never Recover) the number of clips drops to 1.
Steps to Reproduce:
Add a power to a new character
Click Add modifiers
Switch to limitations
Select Charges
Select Clips
Select Increased Reloading Time
See the Clips count drop to 1, and the total value of the limitation is incorrect.
If you click repeatedly on the arrow to increase the number of clips, the number eventually increases, but unpredictably based on what number of charges and other options you have chosen. The total value of the limitation also changes in inconsistent ways as you try to add clips.
Once it starts increasing, it does not necessarily do so in a consistent way.
Sometimes when clicking to increase the number of clips, a number flashes briefly, and then is replaced by 1.
