Since SPD doesn't cost END, it shouldn't be in an Elemental Control even if it's bought as a Power, correct?

The previous answer of course assumes that all standard rules for ECs are met. If a Characteristic doesn't cost END, it can't be placed in an EC unless it takes the Costs Endurance Limitation.
