DEF, only for limited area

As occasionally happens, I may just be missing this. In TUV, it gives me the option of adding DEF, Limited Coverage, Does not Protect Occupants, etc. Where are these functions in HDv3? Am I digging in the wrong place?

In a vehicle template
Go to Powers
Choose Characteristics
Pick DEF
Select Add Modifier...
Select Limitations
Select Limited Coverage
You should have a checkbox for the options.
