Mind Link

How long does it take to establish a Mind Link? I know it's a 0 phase to activate a power, but an attack ends your turn, and isn't mind link an attack against a 0 DECV target?

Establishing a Mind Link requires an ECV Attack Roll, and thus constitutes an Attack Action, so it ends a character's Phase if done in combat.
