If a character has Find Weakness that costs END, and stops paying END for it, does the halving of defenses still apply?

No. Find Weakness is ordinarily a Persistent Power. Applying the Costs Endurance Limitation makes it a Constant Power, and a Constant Power stops working when the user stops paying END.
