Hi Steve, maybe its just late and my brain is too tired to figure this, but:

Tunneling is a Constant power. If it is made Instant, from a rules perspective what are the ramifications?

Do Tunnels dug by the power instantly collapse? That would seem to trod upon the Fill In Hole Adder. Does nothing happen, making Instant an invalid lim for Tunneling?

For that matter what happens if a person with normal Constant Tunneling is knocked out\staggered while Tunneling? Since the power is not Persistent, it shuts off...but what does that mean, exactly?

I think the question should be expanded out a bit: What are the effects of applying the Instant Limitation to a Constant Movement Power?

My inclination is to say there are no effects, and that therefore you shouldn’t apply Instant to a Movement Power. While it’s important to keep them as Constant Powers for various “realism” reasons, they function a lot like Instant Powers already, in that they only “move” a character on his Phases. But as always, the GM could allow an exception if he felt it was appropriate to do so.

Shutting off Tunneling has no effect on tunnels created with the power — they don’t collapse or the like. They work a defined physical change on the environment that persists after the power stops working. Similarly, damage done to physical objects with Attack Powers doesn’t vanish when the power stops working or the character with it gets Knocked Out.
