1. I am contemplating a character with an Invisible Power Effects Naked Advantage that applies to certain skills. The idea is to simulate psychic abilities by, for example, using "Invisible Conversation" to try to glean information from an unsuspecting mind, or "Invisible Persuasion" to nudge a person towards a certain course of action.

Other than the fact that any form of Naked Advantage should probably be scrutinized, is this "book legal?"

2. Assuming it is permissible, suppose I have levels that apply to the skills in question. Do they need to also be covered by an Invisible Power Effects advantage to be usable at the same time? Or would using the levels negate the advantage if they're not covered? (Okay, I'll admit I think I know the answer to this one, but I am hoping...)

Leaving aside the question of legality, that seems like a waste of effort and points. The whole point of Conversation is to pump someone for information subtly, so they don't know it's happening. The same for Persuasion. If those Skills succeed, generally the target's not going to know it. Just buy a few Levels with each of them to represent your psychic prowess and call it a day. ;)

As a default rule, though, characters cannot apply Invisible Power Effects to Skills, though the GM can choose to permit it. If he does permit it, any Levels used with the Skill that are not also Invisible to the same Sense Groups automatically render the Skill perceivable when used.
