Can someone tell me what I'm not doing right here? I keep coming up with either '0' or -32 (another attempt at an NPA) in my construction.

0 Permanency [Universal]: for up to 90 Active Points of Select Wizard Spells, 1 Continuing Charge lasting 25 Years (+0), Lingering up to 25 Years (+3 1/2) (0 Active Points); Extra Time (1 Turn (Post-Segment 12), Only to Activate, Character May Take No Other Actions, -3/4), XP Cost (Permanency Allows the caster to render a spell permanent by purchasing the spell as a power; -1/2), Requires A Magic Roll (See System Text for Universal Magic; -1/2), Spell (Universal; -1/2), Gestures (-1/4), Incantations (-1/4)

It looks to me like you're not assigning the Naked Modifier. You'll want to put the Continuing Charge and Lingering in that section, rather than the regular Modifier section.
