I apologize if this has been asked before, but I searched through this list and did not find an answer.

How do you make skill packages for Hero designer that include the disadvantages and optional skills (i.e. pick two of the following 3 skills)? Also, how do you then buy skills outside of the package for skills that are included in the package, and have them reflect the correct skill level?

I'm not entirely sure that I'm clear on what you're asking, but that's never stopped me from answering before ;-)

To make a list of Skills along the lines of "select 2 of the following...", you're probably talking about a prefab. This would be something that you could distribute to your players and have them load it in when making their characters. When making the prefab, just make a list and set the "name" to be "Pick 2 of the Following...". That's how it will appear in the prefab.

I'm really not sure what you're takling about with "buying Skills outside of the package and having them reflect the correct skill level". If you buy a Skill, it will show the proper level. If you buy the Skill as an Everyman Skill, you do not get the points back (or any reduction in cost) when you upgrade it to a full Skill....though if you wanted to do that, you could include a custom adder....
