The effect I am trying to create is flight using a combination of anti-gravity (AG) and thrust - kinda like Hawkman. Basically, someone is wearing an anti-gravity device and they have a jet back or some other way of producing the thrust for forward momentum. If they get hit or stunned, they will not fall, as the AG belt is what is keeping them up. Obviously, if you take away the AG belt, they can't get airborn.
My initial build on this is to have two seperate flight powers: the first slot is just to float, no forward thrust; the second being thrust only. But I'm wondering if there is a more efficient construct for this.

Flight, 0 END. Buy either 1" (if you just want him to continue to float) or all of it Persistent.

honestly, i don't think so.
example of unique power with 15"
1) One unique power
Flight 15"
- OIF or restrainable (or both for Hawkman) : -1/2
Act cost : 30
Real cost : 20
0 END, uncontrolled for flight (+1: 30 active points)
- OIF (AG belt): -1/2
- only to float: -1/2
Act cost : 30
Real cost : 15
Total cost : 35
2) Two separate powers
on the other hand
Flight 1
Flight 15"
- OIF: jet pack, wings, whatever: -1/2
Act cost : 30
Real cost : 20
Floating
flight 5"
+ 0END +1/2
+ Uncontrolled: -1/2
+ triggered (when character falls unconscious): +1/4
- OIF (AG belt): -1/2
- only to float: -1/2
Act cost : 22
Real cost : 11
total cost 31.
Basically the construct 1 is better if you have less than 10" of flight and the construct 2 is better if you have more than 10" of flight.
