Duplication question

I've devised a villain who has the ability to create a duplicate of the hero he's fighting, limited to 4X a day.

Question is Duplication, usable as an attack, +1, Loyal to creator +3/4 even close to being legal?

If it is would it need range added?

I added the loyalty modifier from summon, I had thought of using summon but felt duplication worked better than the original write up. using summon

Whether it's legal is entirely up to the GM; personally I'd make you do that using Summon.
