Please forgive me if this has already been covered. I've searched quit a bit, and can't find anything relevant in the forums, errata, or FAQs.
I'm trying to dope out the "Dr. Terror's Fear Aura" example for Change Environment, on p. 136 of 5th ed. Revised. It looks like the base cost (before the 0 END advantage) is 40 AP. 25 AP are spent on the 16" radius CE. This leaves 15 AP for the effect: -4 to PRE for purposes of resisting Dr. T's presence attacks. After the included one combat effect, that leaves -3 to PRE for a cost of 5 AP each.
I'm not certain what combat effect the 5 AP is actually buying here. Is a point of PRE considered a CV for these purposes? That seems odd, considering the way PRE attacks work (Xd6 of effect vs. the target's PRE, no presence characteristic rolls involved on defender's behalf). Or is there some other effect (the "any other effect")?
Does the -4 PRE refer to actual PRE points, such as taking a 10 PRE down to a 6 PRE? Or is it some other mechanic?
