Shape Shift

I want a character who can shapeshift to imitate people by just looking at them. That part is easy.

The part I am unsure about is I want them to be able to take on the cellular level only if they touch the subject first.

Should I just take the 10 pts for cellular and apply the limitation to that?

Sure, just buy it as a naked Adder. This is just the situation the rules for Naked Advantages are intended for, creating cool, flavorful little abilities like that. ;)
